Companion Bill SB0031. Children's Services, Dept. of - Requires the department to comply with state as well as federal laws concerning confidentiality of records. - Amends TCA Title 37, Chapter 5. Fiscal Summary for HB1103 / *SB0031 Minimal Bill Summary for HB1103 / *SB0031 This bill revises present law relative to the confidentiality of department of children's services records. Under present law, upon placement of a child with the department, all state, county, and local agencies must grant the department access to any and all of their records that relate to the child when necessary for the department to determine the child's condition, needs, treatment, or any other area of management. Access must be consistent with the law and policy of the departments of health and mental health and developmental disabilities [...]
