Budget Procedures - Replaces personal income with the average of the sum of inflation and population change for each of the prior three fiscal years as basis for determining the estimated rate of growth of the state's economy. - Amends TCA Title 9, Chapter 4, Part 52. Fiscal Summary for *HB0959 / SB1535Increase State Expenditures - Not Significant Bill Summary for *HB0959 / SB1535 Present law requires that the estimated rate of growth of the state's economy be based upon the projected change in Tennessee personal income. Tennessee personal income consists of those sources of income included in the United States department of commerce's definition of "personal income."
