Companion Bill SB0868. Basic Education Program (BEP) - Requires the BEP to be funded according to the prototype system-level fiscal capacity model developed by TACIR. - Amends TCA Title 49. Fiscal Summary for *HB0569 / SB0868Other Fiscal Impact - Implementing the system-level capacity model would result in the shifting of funds between school systems; the BEP would not generate any new state funding. However, additional state dollars would be required to hold losing systems harmless. Such increase in state expenditures is estimated to exceed $100,000,000 with a corresponding increase in local government revenues of an amount estimated to exceed $100,000,000.
