Air Pollution - Directs the air pollution control board to promulgate rules to allow the sale of motor vehicles that meet California's emissions standards, requires the board to monitor California's standards, and when those standards have been adopted in states representing 40 percent of the United States population, promulgate rules to adopt emissions standards based on the California standard. - Amends TCA Title 4; Title 55 and Title 68. Fiscal Summary for HB1815 / *SB0486Other Fiscal Impact - It is unknown when states representing 40% of the population will adopt such standards. When such threshold is reached, there will be a recurring increase in state expenditures of $108,000 and a one-time increase in state expenditures of $11,200.
