Motor Vehicles - Specifies that the commissioner of commerce and insurance may revoke or suspend a certificate of authorization granted to an automobile club or association "after notice and hearing pursuant to the UAPA" instead of "upon a hearing conducted after not less than 20 days' written notice, such action to be reviewable by common law certiorari in the chancery court of Davidson County." - Amends TCA Title 55, Chapter 18.
