Amends the Federal Water Pollution Control Act ( commonly known as the Clean Water Act) to direct the Administrator of the Environmental Protection Agency (EPA) to include Port Royal Sound, South Carolina, among locations that are given priority consideration in selecting estuaries of national significance and convening management conferences under the national estuary program.
