Kids First Act - Amends title XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act (SSA) to revise, reauthorize, and extend the SCHIP program through FY2012 at increased levels.Provides for determination of allotments for the 50 states and the District of Columbia based on expenditures and numbers of low-income children. Sets limitations on matching rates for populations other than targeted low-income children or pregnant women covered through a Section 1115 waiver.Prohibits the Secretary of Health and Human Services from approving, extending, renewing, or amending a waiver, experimental, pilot, or demonstration project with respect to a state after the enactment of this Act that would allow funds made available under SCHIP to be used to provide child [...]
