States' Right To Innovate in Health Care Act of 2007 - Amends the Social Security Act to add a new title XXII (State Comprehensive Health Care and Cost Containment Demonstration Projects). Directs the Secretary of Health and Human Services to establish a state-based Universal Health Care Coverage Commission to participate in the review of state applications for planning and demonstration grants for the development of a cost-effective delivery system of universal, comprehensive health care with simplified administration.
