To prohibit United States assistance for the Palestinian Authority and for programs, projects, and activities in the West Bank and Gaza, unless certain conditions are met.

Prohibits U.S. assistance to the Palestinian Authority (PA) unless the President certifies to the House Committee on International Relations and the Senate Committee on Foreign Relations that: (1) the PA leadership is not tainted by violence, has publicly rebuked Palestinian violence, has ended incitement, and has taken all actions within its capacity to dismantle the terrorist infrastructure; and (2) the violence in the West Bank and Gaza has subsided.
