To amend title XVIII of the Social Security Act to provide a wage index floor for hospitals and home health agencies located in certain areas under the Medicare Program.

Amends title XVIII (Medicare) of the Social Security Act to require the area wage index for hospitals located in certain rural areas with respect to discharges on or after October 1, 2007, to be not less than the index applicable during FY2007.

Requires the area wage index for a home health agency located in an urban area in New Hampshire to be not less than the area wage index for a rural area in such state.
