To provide a reduction in the aggregate greenhouse gas emissions per unit of energy consumed by vehicles and aircraft, and for other purposes. 5/8/2007--Introduced. Amends the Clean Air Act to require: (1) the Administrator of the Environmental Protection Agency (EPA) to promulgate low carbon fuel performance standards for fuels and other sources of energy used to propel vehicles; and (2) such standards to begin to apply in 2015. Sets forth a declining standard that represents a graduated percentage reduction in aggregate emissions of GHG per Btu for each five-year period beginning in 2015. Requires the Administrator to review available control technology, safety considerations, and land and other resources available for production of fuels and other sources of energy used to propel vehicles.
