To amend title 5, United States Code, to provide that the National Security Personnel System shall not apply with respect to certain laboratories within the Department of Defense.

Amends federal law to provide that the National Security Personnel System shall not apply with respect to certain Department of Defense laboratories (under current law the system would have applied in specified circumstances on or after October 1, 2008.)
