(Sec. 3) Revises the definitions of "hydrographic data" and "hydrographic services" to include shoreline surveying and water level observations. (Sec. 4) Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to promote safe, efficient, and environmentally sound marine transportation and to provide hydrographic services.
