Wildlife Global Animal Information Network for Surveillance Act or Wildlife GAINS Act - Authorizes the Administrator of the United States Agency for International Development (USAID), acting through one or more eligible organizations, to establish and maintain a program to implement a Wildlife Global Animal Information Network for Surveillance.
